THIS
GUY IS MY IDOL!
(Miami
Herald, Herald Tribune, Claudine Zap, Mike Riggs)
(New
York Daily News, Frazer Chronicle)
Okay
are you ready for this…..(who is dressed in blue, carries a pistol, and has as
many lives as a cat), give up; it’s Sergeant German Bosque of the Opa-locka,
Florida police department. Well actually the sergeant is working on his ninth
life; he so far has used eight lives.
Talk
about a guy “jobbing the system,” this guy takes the cake; he must have more
moves than Labron James does on the basketball court. However, according to his
current boss, Opa-locka Police Chief Cheryl Cason, German Bosque is nothing
more than a time bomb that has exploded.
Ya,
I guess anybody who has challenged and then defeated death as many times as
this dude has probably figures that he can get away with just about anything, I
mean “hey” all he’d have to do the next time he pulls a stinker is say,
“it’s me, Sergeant German Bosque, I have a get outta jail free card, I’m
outta here”.
The
rap sheet on this guy,
(Bosque) is longer than some of the suspected criminals that he arrests and
hauls down town! Bosque didn’t
seem to practice his get out of jail free card, no-sir-ee, he hit the
track running. Apparently he had to have taken some sort of college courses on
how to cheat common sense. You’d think after a few reprimands the guy would
either get a different line of work, or seek some sort of help, but not German.
Bosque,
48 has been at copping for at least 18 years, GB to his fellow cops has bragged
about his ability to work a law
enforcement system that allows bad cops to keep their certification
even in the face of criminal charges.
THE SLEAZE TAKES OVER
William
Amlong, in an open letter to Opa-Locka’s city attorney contends that Bosque is
being harassed and punished with no
good reason! He has been told he is the focus of a criminal
investigation, but has not been told what he has done wrong other then running
a red light a year ago. The letter further urges Opa-Locka to return Bosque to
active duty, rather than sleeping late and watching telenovelas, (Mexican
soaps), and cop reruns.
Bosque
is not the only police officer in the city of Opa-Locke, population 15,000,
that has made mistakes, and he admits that he has. Early in his policing
career Bosque admits he was immature and made errors in judgment, but now is a
good, hardworking police officer.
The
admission of making mistakes makes me nervous, and begs the question of “how
many more immature cops are out there that will make mistakes.” I find humorous
this admission of mistakes, I
also have made mistakes in my work…..but I didn’t have a revolver strapped to
my hip. I took a wrong turn, got lost, or hung a door crooked, but my mistakes
only harmed me.
There
is an atmosphere in America today that has been building since the 1970’s;
three presidents stirred the pot during the 80’s, 90’s and 2000’s. Bill Clinton
was not involved, unless you think that his description of sex was true?
The
atmosphere that I am talking about is a police state, where police officers,
armed with all sorts of weaponry, and instruments to uphold the law can
break down doors, arrest people for almost less then no reason, and
search a person for next to no reason at all.
The
behavior of some police officers is reprehensible…..and condoned, that is
really the sad part, that some of these activities are actually allowed to go
on by the general population. Bosque is basically small potatoes, he does the
stupid little things that most of us either do, or have done on the job. We
however part company with the Opa-Locka police sergeant because he has been accused
of police brutality…..you know, (breaking skulls) and physically taking
advantage of prisoners.
INFERNAL AFFAIRS
BUILDING A CASE
Bosque
has a long history of miss-steps, errors in judgment and down-right stupid and
criminal moves that must be the envy of almost every worker who dreamt about
taking advantage of an employer, or bilking the system. Talk about your poster child, for getting away
with almost murder…..and hey,
maybe he did, when you think about some of the crap he’s done, could murder be
out of the realms of possibility?
It
all started for German Bosque in February 1990, two weeks before he was to
graduate from the Florida Police Academy, when German was arrested with a
stolen car, and an automatic weapon. Bosque was wearing a police T-shirt and
had a badge he bought from Kmart, and also was charged with impersonating a
police officer.
Bosque
was ultimately acquitted, but is kicked out of the academy and loses a pending
job in law enforcement. It is here…..with this initial case against Bosque that
I think that the thin blue line
of cop comradity began to develop for Bosque.
In
August of 1992 Bosque gets his start by
volunteering to help in the aftermath of
Hurricane Andrew, an officer accepts Bosque help because he has his own automatic pistol and windbreaker with
the word “police” on the back. If ever there was an indictment that a
total stranger was a cop…..this had to be it, because a cop offered German a job,
and he started at the Opa-Locke in March of 1993.
There
would be complaints of beatings, many, illegal pursuits, stalking, many physical
assaults, insubordinations, sick time abuse, head-butts, arrests for carrying
a loaded gun, Bosque graduates to
shooting at suspects in 2007 and will resort to this activity several times
more.
In
2008 Bosque’s car is searched and four crack pipes, an empty vodka bottle,
several Florida driver’s licenses, confiscated tools, and a baggie of cocaine.
For these infractions Bosque is fired in February of 2008, but a police union
files a grievance and Bosque is reinstated in July of 2008…..with back pay, a
nice job if you can get it, when you consider that Bosque’s salary was $60,000
a year.
There
have been cases of failing to do his job, showing up late for work, evidence
tampering, and a four week suspension for breach-of duty complaint for being
disgraceful and unprofessional on duty. In 2010 he shoots a bit-bull.
And
now the latest incident, again of stupidity and a total disregard to follow the
rules and regulations of the Opa-Locke Police Department…..and common sense.
German Bosque new trouble stems from leaving his assault weapon with his
girlfriend’s father, a trained security guard.
This
case will go before an arbitrator, like several other cases, and
according to city attorney Joe Geller, “we’re here on a very simple matter,”
Geller is arguing that Bosque violated department policy that an officer’s
weapon should be secured at all times.
According
to a Miami Herald report, German Bosque
is the most fired, fined and disciplined police offer in the state of Florida…..maybe
of all time. Throughout Bosque’s police career, (which he says he was born to
be) he has been fired 8 different times, suspended numerous times, and
basically be the laughing stock of police in the state.
NOTHING NEW IN OPA-LOCKA
In
2004 Opa-Locka had one of the highest violent crime rates for any city in the
United States, probably a great place for a cop like Bosque to hone his
abilities as a rogue cop. In 2009 the Miami
Herald said that Opa-Locke was mired in crime and sinking fast.
In
a 2013 editorial the Herald called
the city “crime plagued” and that the police department was “deeply troubled.”
A police chief has been fired, (2009), allegations of police corruption,
brutality and breaking all department rules and regulations, and now
Bosque.
Law
suits, reorganizations, a threat by Miami-Dade County police take-over, and all
sorts of departmental problems notwithstanding, Opa-locke maintains its police
department of 16 members…..down from 50 several years ago.
Is
Opa-locke a maverick, a perfect storm of misfits each with their own agenda…..sadly
not, they are a microcosm of some of the wrongs that plague law-enforcement
today. Illegal searches, rough handling and abrasive language, racial profiling
and denial of citizen rights are common day occurrences, and at night…..in some
places in almost every community across America it’s better to stay at home.
There
are thousands of complaints every week across the land that police are overstepping
their bounds, that are relieving
citizens of their rights. Stun guns zip people every day, police brutality that
is reported but goes unheeded every hour of the day. Good cops are powerless,
and really clueless, because if they do go against these rouge cops there is
retaliation.
Civic
groups arise, before it becomes too late!
